Mission
The association exists to promote the value of the registered agent industry to Nevada's economy, to support legislation and policy that keep Nevada a strong place to form and keep a business, to hold its members to the highest ethical practice through self-regulation, and to stand for free-market competition, education and service excellence.
Nevada's agents do most of the state's business formation work. The great majority of new Nevada entities are formed by people who live somewhere else, and every one of them must appoint and keep a Nevada registered agent. The fees those filings generate go to the State General Fund: $18.3 million in August 2026 alone, by the Secretary of State's count.
The record
The association was formed in 2003, when Governor Kenny Guinn proposed a gross receipts tax on Nevada business. A tax on revenue rather than profit falls hardest on thin-margin businesses and on the small companies that form here in the tens of thousands each year. Nevada's registered agents organized against it, and the gross receipts tax failed.
Twelve years later it came back. In 2015 the Legislature passed Senate Bill 483, signed under Governor Brian Sandoval, creating the Commerce Tax on Nevada gross revenue above $4 million, effective July 1, 2015. Same tax, new name. The association was in the room both times. It won the first fight and lost the second, and it says so here because a trade association that only tells you about its wins is not one worth joining.
Between those two fights, in 2008, the association adopted its best practices recommendations in response to the FinCEN report on domestic shell companies and the first federal incorporation transparency bills. That document is still the standard Nevada agents are measured against.
Code of ethics and best practices
Every member agrees to abide by the association's code of ethics and to the Best Practices Recommendations to Prevent the Exploitation of Nevada Business Entities for Criminal Activities, adopted December 17, 2008. The recommendations cover client identification, records, responding to lawful requests from law enforcement, and refusing business that a reasonable agent would recognize as abuse of a Nevada entity.
Limited liability is essential. The United States' commercial engine depends upon business entities that afford entrepreneurs the protection of limited risk. Nevada provides for their timely and efficient formation. The association's job is to keep that true without letting the state become a haven for the people who would abuse it.
Where the work is now
On September 14, 2026 the Secretary of State replaced SilverFlume with the ORION Business Portal. New forms, a bulk filing API, a second phase still to land. Nevada now lists 2,545 commercial registered agents, against the few hundred that existed when this association began.
