Secretary of State Francisco Aguilar launched Project ORION in the winter of 2023 to overhaul the state’s business licensing portal. The office says it resolved more than a thousand system issues along the way and that companies are responding by moving their state of registration to Nevada, often from Delaware.
The rollout came in phases:
- December 2025. ORION opened with a modernized Uniform Commercial Code module. The office reports positive feedback on usability.
- Summer 2026 (delivered September 14). The full business portal replaced SilverFlume, with simplified forms, intuitive workflows, a self-help chatbot, a Business Info Hub, and bulk filing imports: twenty-six filing types that can be completed through an API in XML or JSON.
- Phase 2. Business licensing, marks and notary services move into ORION.
For registered agents the API is the part that changes the economics. Filing at volume through a documented interface, instead of a browser session per filing, is the difference between a service bureau and a compliance platform. The association will track the specifications as the state publishes them and share what members learn.
